12th June Keynote: Alexander Frolov

"IPY and beyond: From a snapshot to a movie?" is the title of Dr. Alexander Frolov's plenary lecture in the morning of the 12th. Dr. Frolov was appointed Head of the Russian Federal Service for Hydrometeorology & Environmental Monitoring (Roshydromet), in Moscow, Russia, a few weeks ago.
"The past winter was the coldest in Russia in 30 years. In Siberia it may have been the coldest on record, since the first weather observations 130 years ago. But this cold and snowy winter is no reason to talk about the end of "global warming". The number of severe weather events in Russia is growing by 6% a year - and most dangerous are the floods."
Alexander Frolov
Alexander Frolov was born in 1952 in Bryansk. He holds a diploma in oceanography from the Moscow State University (1974), and a Ph. D. degree in Mathematical and Physical sciences (ocean physics) from the Hydrometeorological Research Centre of the USSR (1980).
Dr. Frolov spent 28 years in the Russian Federal Service for Hydrometeorology and Environmental Monitoring (Roshydromet), capping his career as research scientist of the Hydrometcenter of Russia, where he led scientific research in fluid dynamics of the atmosphere and ocean, numerical weather prediction and data assimilation.
In the period from 2001 to 2009 Dr. Frolov held a position of Deputy Head of Roshydromet, responsible for the development of nationwide, reliable, comprehensive and sustained observation and forecasting systems, including the Arctic. He has been acting Head of Roshydromet since November last Year, and in March he was officially appointed to the position by Prime Minister Vladimir Putin.
Dr. Frolov was elected as a Vice-Chair of UNESCO IOC (2003-2007) and a Vice-president of the WMO Commission for Atmospheric Sciences (2001-2008). Now he is taking part as a Co-president of The Joint WMO-IOC Technical Commission for Oceanography and Marine Meteorology (JCOMM) for oceanography.
Alexander Frolov is the author of more then 60 scientific publications. He is awarded by Prof. B.Multanovskii and Ak. V.Bugaev Prize (2000) and Special Intel Corporation Prize (2008).
